Maryland requires a learner’s permit before behind-the-wheel education or driving on public roads; applicants must be at least 15 years 9 months.
A permit driver must have a qualified supervisor at least 21 who has held a license for at least three years in the front passenger seat, with no other front-seat passenger.
Maryland prohibits phone use while driving with a learner’s permit, including hands-free use, except for calling 911 in an emergency.
