Minnesota’s manual says a first-time driver must pass a written test and vision test, obtain an instruction permit, and pass a road test.

Use the manual’s winter-driving material to practice smooth control, longer stopping space, and careful scanning when snow or ice reduces traction.

The manual includes dedicated sections for traffic laws, vehicle operation, sharing the road, and emergencies; rotate among them in each study session.
